The county seal was stamped at the top, and the words ZONING VIOLATION sat under it in bold black letters. My greenhouse. My family’s land.

“You always were a loser, Mark, and some things never change,” Todd said. He tapped his gold pen against his front teeth, twice, then slid it into his breast pocket. “But this time it’s going to cost you.”

I read the notice twice before I spoke. “It says my retail signage violates the historic façade code. I don’t have retail signage.”

“You do now.” Todd smiled and looked past me at the gravel drive, at the rows of potted maples I’d spent three years growing. “The board reclassified this parcel last month. Commercial historic overlay. You’ve got thirty days to comply or sell. I’d suggest sell.”

I folded the notice along its crease. “Who did the survey?”

“That’s not your concern.”

“Seems like my concern.” I slid the paper into my jacket pocket. “I’ll call the county tomorrow and ask them to show me the map they used.”

Todd’s smile stayed, but it got thinner. “Call anyone you like. Forty one thousand two hundred dollars is what the compliance retrofits will cost you, minimum. Or you sign the sale papers and walk away with a check.” He looked at the greenhouse behind me. “I doubt your aunt’s pension covers that.”

Before I could answer, a car turned into the drive, a compact sedan with a QuickBite magnet stuck crooked on the door. The woman drove with her shoulders hunched, like she was bracing for something.

She got out holding a red insulated bag and walked toward the porch.

I knew her before she was halfway. Chloe. The same turn of the jaw, the same way she tucked a loose strand of blonde hair behind her right ear when she was concentrating. She was concentrating hard right now, reading the order on her phone.

“Mark?” she said, looking up. “I’ve got the chicken dinner and the two sides. That’s twenty two eighty.”

She didn’t recognize me. She handed over the bag and I handed over a twenty and a five, and she counted the change into my palm like I was any other customer.

“Keep it,” I said. “The change.”

“Thanks.” She was already turning back to her car.

Todd stepped forward. “Well, look at this. Chloe Beth, delivering dinners to the people she used to look down on.”

Chloe stopped. Her shoulders went still.

“Todd.” She said his name like it tasted bad.

“I heard about the house,” he said, and he tapped his pen against his teeth again. “Shame. You always did spend beyond your means, though. Guess that prom queen crown didn’t come with financial planning.”

Chloe’s face went red and then white. “You don’t know anything.”

“I know you’re driving a nine year old Corolla and living out of a delivery app.” Todd shrugged. “That’s not a life, that’s a headline.”

She rushed back to her car and yanked the door open, and I saw her wipe her face with the back of her wrist before she got in. The sedan pulled out fast, gravel spitting from the tires.

I stood on the porch with the red bag in my hand and watched her go.

“Twenty two eighty,” Todd said, laughing. “That’s what a prom queen costs these days.” He walked to his car, a black SUV parked behind my truck. “You’ve got thirty days, Mark. I’ll have my assistant send the paperwork.”

He left. I opened the bag and pulled out the containers. When they were on the porch rail, I found a folded paper wedged between the bag’s lining and the bottom seam, a notice addressed to Chloe, same county seal, same stiff paper, this one an overdue tax notice. Forty one thousand two hundred dollars. Same exact sum.

She’d dropped it. It must have slid out of her pocket.

I turned it over. The lien holder listed at the bottom was Todd’s company, his Main Street office address printed clean and official. My hands went cold.

I called Frank.

He answered on the second ring. “Frank’s Towing and Tax Prep. Tax season’s over, but I’ll take a towing job.”

“It’s Mark. I need you at my kitchen table tonight.”

He must have heard something in my voice. “I’ll bring the good pen.”

Frank sat across from me an hour later, his wire glasses in one hand and a handkerchief in the other. He cleaned them twice while he read the overdue notice.

He cleared his throat loudly. “This sum.” He tapped the paper. “This is the same number on your zoning violation. That’s no coincidence, Mark.”

“How does Todd’s company hold a lien on Chloe Beth’s taxes?”

Frank put his glasses back on and squinted. “Could be he bought the debt. Could be he forged the whole thing. Happens more than you’d think.” He tapped the paper again. “I’ve seen his name on paperwork that shouldn’t have it. Your uncle Ray had a word for men like Todd.”

I took the prom photo from my desk drawer and set it on the counter next to the crumpled tax notice. Chloe at seventeen, her blonde hair pinned up, smiling like she had the whole world in front of her. Me next to her, skinny and stunned, with the sleeves of my too-big suit jacket shoved past my wrists.

Frank looked at the photo, then at me. “That’s her, isn’t it. The girl from the dance.”

“She picked me up,” I said. “Todd and his friends had me cornered behind the gym. She walked right through them and told me to dance.”

Frank folded his handkerchief in half and folded it again. “And now Todd’s squeezing her for forty one thousand dollars.”

“It’s his address on the lien, Frank. His exact office.” I lifted the tax notice and turned it toward him. “Chloe didn’t lose her house because she spent too much. She lost it because someone held a note over her head and I need to find out who.”

“That’s a question for the courthouse records,” Frank said. “But it’s a question for tomorrow. What I want to know is what Todd wants with a dead greenhouse, because this zoning violation isn’t about signs.” He looked toward the window, toward the dark rows of plant beds. “He reclassified your parcel for a reason. Thirty days won’t be the end of it.”

I set the prom photo down beside the notice, lining up their edges. “Then I’ll start at the courthouse in the morning.”

“Come to my office first,” Frank said. “There’s an old filing cabinet I’ve been meaning to show you.”

The clerk at the tax assessor’s window slid the notice back across the counter before I finished explaining. “I can’t pull a record for somebody who isn’t on the account,” she said.

I kept my hand flat on the paper. “It’s her notice. It came to my address by mistake. I’m trying to return it.”

“Family only.” She tapped a laminated sign taped to the glass. “County policy.”

I showed her my driver’s license. “I’m not family. I’m the guy whose porch it landed on. Her name is Chloe. The property is on Sycamore.”

The clerk looked at the name on the notice, then at me. “Then she needs to come in herself with identification. Or you need a release signed by her.”

I asked her to check if the notice had a phone number on file. She shook her head. “We don’t give out contact information.”

“Can you at least tell me what the lien is for?”

She glanced at the screen. “Delinquent property tax. Same as the notice says.” She turned the monitor a few inches away from me so I couldn’t read it.

I’d already missed the morning delivery from the grower in Sandusky, and the empty spot in the greenhouse kept nagging at me. A whole day of business gone for a piece of paper that kept getting pushed back at me.

“Somebody filed that lien,” I said. “Can’t you tell me who?”

The clerk sighed and typed something. “Filed by the county on behalf of Crestview Holdings. That’s all I can give you.”

Crestview Holdings. I didn’t know the name, but I wrote it on the back of the notice with a pencil from the counter.

“Can I file a public records request for the full file?”

“You can. It takes ten business days to process.”

Ten business days was almost the entire window before the zoning hearing. I did the math in my head and didn’t like it.

“Is there a supervisor I could talk to?”

The clerk pointed to a sign on the wall that said SEE SUPERVISOR FOR DENIED REQUESTS. “She’s at lunch until one.”

I didn’t have time to wait for her to come back. I thanked the clerk and walked out with the notice folded in my pocket.

I drove straight to Aunt June’s facility, because she was the only person I knew who might remember the kind of lawyer Uncle Ray used to keep on retainer.

Aunt June was in her chair by the window, working a crossword puzzle with a pencil she kept licking. “You look like a man who’s been chasing parked cars,” she said.

I sat on the edge of her bed and told her about the zoning violation, the surveyor Todd had brought, and the tax notice with Chloe’s name on it. She listened without interrupting, her pencil flat on the page.

“What I need to know is whether Uncle Ray kept any legal papers that could help me fight this,” I said. “Something that shows the property line the way it was before Todd started moving stakes around.”

June set the crossword on the side table and folded her hands. “Ray had a safety deposit box at the credit union downtown. He put things there he didn’t want Todd’s father to find.”

I asked her what kind of things. She said she didn’t know for sure, but she remembered Ray coming home one night in 2005 with a folder under his arm and a look on his face she’d never seen before.

“He said the box was his insurance policy,” she said. “I never asked him against what.”

She pushed a tin of shortbread across the bedspread. “Eat something. You get thin when you worry.”

I took one to be polite. It tasted like the ones she used to make at Christmas.

“Todd’s father tried to buy this nursery in 2005,” I said. “Did you know that?”

June nodded. “Ray turned him down flat. That’s when the trouble started. Ray got a letter from the county saying the property line was wrong. Then another letter. Then a man came out with a measuring tape and Ray chased him off with a shovel.”

I asked her if she still had any of those letters. She shook her head. “Ray kept all that in the box. Or he burned it. I never knew which.”

She looked past me at the wall for a second. “He went to the credit union the week before he died. I remember because he came home and wrote something on the back of a deposit slip and put it in his wallet.”

I asked her if she still had his wallet. She said the facility had packed up his things, and she hadn’t seen it since.

I finished the shortbread and brushed the crumbs off my jeans. “Ray always said a cornered rat will bite,” June said, “so you make sure you have a bigger stick.”

I folded the wrapper in my pocket. “I’m working on it.”

I called Frank from the diner parking lot. He said he’d been waiting for an excuse to dig into Todd’s paperwork, and he’d meet me at the courthouse terminal before the clerk’s office closed.

Chloe’s delivery app had her on a run through downtown that afternoon, so I parked at the diner on Second and waited by her car. She came out with a red delivery bag in one hand and a phone in the other, walking fast the way she did when she had too many orders and not enough time.

I called her name and she stopped short, her eyes narrowing.

“I found this on my porch,” I said, holding out the tax notice. “It’s got your name on it.

She snatched it before I could unfold it all the way. “Where did you get this?” She spoke fast, the words running together. “Did you open it? You can’t just open somebody else’s mail.”

“I didn’t open it. It was in my delivery bag, stuck to the bottom. I’m trying to give it back.”

She stuffed the notice into her jacket pocket. “I’ve got it under control.”

“Your lien is filed with the county. I saw it on the notice. Crestview Holdings filed it.”

“I said I’ve got it.” She took a step back toward her car. “I do not need charity from a customer, so please just leave me alone.”

I asked her if she knew who filed the lien. She looked at me like I’d asked her to hand over her wallet. “Of course I know who filed it. I know exactly what’s happening.”

But she didn’t say who. She got into her car and pulled the door shut. I saw a pillow and a folded blanket in the back seat, and a stack of envelopes rubber-banded together on the passenger side.

“Chloe,” I said through the window. “If you need help, I know a guy who does real estate law.”

She started the engine. “I don’t need your guy. I need to make my next delivery.”

She pulled out of the lot and I watched her drive off without looking back. I stood there for a minute with my hands in my pockets, then I got in my truck and headed for the courthouse.

Frank was already at the terminal when I got there, his wire glasses pushed up on his forehead while he typed. “I pulled Chloe’s old address on Sycamore and ran the deed history back to 2004,” he said.

The screen filled with a list of documents, each dated and stamped. Frank scrolled past the first mortgage, then the refinance, then a second mortgage filed in June.

“Forty-one thousand two hundred,” Frank said. “That’s a lot of money for a delivery driver.”

I leaned in. The borrower signature was Chloe’s name, but the handwriting was too slanted, the loops too deliberate.
