Richard Van Buren, the Chairman of the Chester Town Board in Waupun, Wis., was arrested on Thursday, June 19, the Dodge County Sheriff’s Office said in a statement.
Two days before the arrest, the Dodge County Humane Society shared photos of a dog that WPR, FOX 11 and CBS 58 report is the victim.
